Testimony: Top Branstad staffers aware of hush money

The former state director fired after he inaccurately told lawmakers that the state had never paid hush money in exchange for secrecy in settlement agreements personally approved at least one $6,500 payment, a former attorney for his department testified today.

Thomas “Ryan” Lamb, a former attorney for the Iowa Department of Administrative Services, said he obtained approval for the extra payment to former employee Carol Frank last year from then-director Mike Carroll.

Lamb also testified that he called Carroll and Gov. Terry Branstad’s chief-of-staff prior to Carroll’s April 3 testimony to warn them that it was possible that email documents showing that the state did pay extra money for secrecy existed.
